Brazilian Customs (Secretaria da Receita Federal) has changed the information it requires to allow parcels into the country for delivery.

Until recently, only those parcels delivered through private courier services required the shipper to collect and include the recipient’s tax ID number (the CPF for individuals and the CNPJ for businesses). Private courier shipments usually cost more, but they clear customs quickly and have been the fastest way to get packages to customers in Brazil.

By shipping through the Brazil Post, the sender has not been required to collect and include the recipient’s CPF or CNPJ number for parcels valued below US $500. The post office was expected to collect the recipient’s tax information and duty payment before releasing the package. This has been a less expensive delivery option as a result, but it’s also much slower for customs clearance and can take much longer to get the parcel into your customer’s hands.

At the end of 2014, Brazil’s National Congress changed the policy. Now all parcels shipped into Brazil must contain the recipient’s CPF or CNPJ number to clear customs and be delivered. Brazil Post instituted this requirement in testing mode in August 2015. Full implementation is expected in Fall 2015.

This a problem for eCommerce retailers selling to Brazilian customers, eCommerce software platforms serving the retailers, and the shipping carriers responsible for delivering the packages. To satisfy the requirement, each will have to collect the customer’s tax ID number or verify that the number they have on file is correct. This can be an expensive and time-consuming process.

The CPF and CNPJ are tax identification numbers used by Brazil’s Secretariat of Federal Revenue for tracking tax obligations for individuals and businesses respectively.

Brazilian Customs uses the numbers to assess duties on imports and incoming packages. If a Brazilian customer buys goods from an international eCommerce website, the package must be shipped with the recipient’s CPF or CNPJ or it will not be allowed to clear customs.

For shipments going through private courier lanes, the changes are minimal. Parcels shipped through private couriers receive customs clearance priority because the carrier is required to collect duty payments upfront and submit them to Brazilian Customs on the buyer’s behalf. These carriers collect the buyer’s CPF or CNPJ before shipping from the country of origin. The process is known as Delivered Duties Paid, or DDP for short.

Private courier deliveries are faster, but they tend to be more expensive. Price sensitive shippers often go through the Brazi Post (or Correios) where they can send parcels as Delivered Duties Unpaid (DDU). With DDU, the sender is not required to collect the CPF or CNPJ before shipping. The post office is supposed to notify the recipient of the package, collect the appropriate customs duties at the time of collection, and remit payment to Brazilian Customs.  

DDU is usually slower delivery, but it is also less expensive. In many cases parcel recipients have not been required by their local post office to provide their tax ID numbers and have avoided duty payments altogether.

The Brazilian government came to realize it was losing significant tax revenue by not tracking duty obligations more closely. At the end of 2014 it changed the regulations. The Brazi Post is now required to collect CPF or CNPJ on all packages before they can clear customs.

Packages without CPF or CNPJ will not be delivered following a testing period that started in the summer of 2015.

These changes in the Brazilian Customs requirements have not been widely communicated to cross-border eCommerce merchants and their service providers. Many eCommerce merchants that ship to Brazil do not currently collect CPF or CNPJ numbers and have not been told that must start doing so.

If they cannot supply the appropriate tax ID numbers, their shipments will not be cleared by customs. It is highly likely their package deliveries will be delayed significantly or not delivered at all.

All eCommerce merchants shipping to Brazil will be required to provide the CPF or CNPJ numbers. Some are beginning to require this information as part of the buyer registration or check-out process. Others are relying on vendors to call or email Brazilian customers to obtain the information manually before shipping.

GDC is offering an alternative method for verifying CPF and CNPJ numbers you capture (to ensure the customer provided the correct tax ID number) and for providing the CPF and CNPJ numbers in cases where the eCommerce merchant doesn’t have them so shipments and deliveries are not delayed.

GDC’s CPF and CNPJ services are priced per transaction with charges varying based on the number of transactions you require. The higher the volume, the lower the cost per transaction.

Clients can use our web-based manual processing tool to search for CPF and CNPJ numbers on an as-needed basis and without a volume commitment. This option offers the most flexibility and costs slightly more. It is used most often by clients with relatively low Brazil shipping volumes but that want to reduce the time their service departments spend calling or emailing Brazilian customers to request their tax ID numbers.

For clients with larger volume requirements, GDC offers a mass database appending service and API integration directly into internal systems. Based on committed volume, the price per CPF or CNPJ inquiry can be reduced significantly.
